SMART METER PILOT PROGRAM

One of the provincial government’s initiatives for creating a “conservation culture” in Ontario is the installation of a smart meter in every Ontario home and business by 2010. Smart metering technology provides consumers with a tool to better manage their electricity use, encourages conservation and in many cases will allow consumers to save money. When the province moves to time-of-use pricing for electricity, shifting energy use to Mid-Peak or Off-Peak hours will not only save consumers money but it will also make better use of existing generation capacity reducing the need for imported power from outside the province.

The complete smart metering technology consists of a smart meter, a communications network that supports the remote and automatic reading of meters every hour, a meter data “warehouse” (created by the Government of Ontario) to store and verify meter data, and the system to bill consumers on time-of-use rates.

In preparation for the full scale deployment of smart meters, Waterloo North Hydro has received approval from the Ontario Energy Board (OEB) to conduct a pilot program. The purpose of this program is to strategically test the technical capabilities of the communication systems related to smart meters. This means that we will be unable to accommodate individual requests for smart meter installation or requests to defer installation.

Initially there will be no change in the way customers are billed. The Ontario Energy Board has yet to establish the date when mandatory time-of-use rates will come into effect. When the effective date is announced, customers will be notified of the rate change.

Whenever possible Waterloo North Hydro endeavours to provide customers with notice of any planned power interruption. Prior to doing any metering work our representative will attempt to notify customers in person at the affected premises. A brief power interruption will occur while the work is being completed.
