What is the RPP?

The Regulated Price Plan (RPP) is the price plan established by the Ontario Energy Board for residential and low volume customers.  It is reviewed and adjusted twice a year; on May 1 and November 1.  Consumers billed on RPP pricing are billed on Time-of-Use pricing within three price bands:  Off Peak, Mid Peak and High Peak. The price is based on a forecast of the amount of electricity that will be purchased over the next 12 months and the price that will be paid to generators for that electricity.

What is the RPP Settlement?

It is like an equal payment plan or budget billing plan settle-up. The RPP rates are based on forecast power purchases and power prices. If a customer leaves the RPP, they pay or receive the variance between what they have paid and the actual price of electricity.

Who does the RPP Settlement apply to?

  • Customers who move out of the province
  • Customers who sign a new contract with an electricity retailer
  • Customers who opt out of the RPP

What will show on the bill?

“RPP Settlement” followed by either a charge or a credit. It will appear in the Electricity section for the current electricity billed. Example:

How much is it?

It could be a charge or a credit. The rate depends on the accumulated variance held by the Ontario Power Authority (OPA) for the differences between the amount customers have paid on the RPP and the amount paid to generators for electricity.

How is it calculated?

It is based on the forecast electricity the customer will use for the next 12 months. The best way to forecast electricity is to base it on previous consumption. The settlement is based on the rate that was in effect the day the customer left the plan, times 12 months estimated consumption.

What about customers who don’t have 12 months history?

The settlement is based on the forecast of how much electricity the customer will use over the next 12 months no matter how long they have currently been a customer. If they have less than 12 months history, whatever consumption we do have for the customer is prorated over 12 months to calculate the settlement.
